In Shelby County Tenn. the number of complaints of attempts to defraud the colored people out of the proceeds of their labor for the year 1867 has been more numerous the past month than formerly. A large number of the colored people made contracts on their own hook, without submitting the same to the Agent of the Bureau for approval. The result of this is that many Contracts are so worded that the employer is alone protected in his rights. The number of such complaints run from one to two per day. I have made arrangements with two different law firms in this city who take hold of these cases for the freedmen without arguing any advanced fee, and if they are successful in recovering they receive their collection fees out of the amount so collected otherwise no charges are made for the services rendered.
The number of Schools reported in this Sub. District to this office is 24. No Teachers 30: No scholars 1297; No sabbath schools 15; No sabbath school scholars 1274. These schools are all pay schools and the amount of tuition paid by the colored people during the month is $995.00 If the schools supported by the Northern Societies and the Bureau in
