2  State of Feeling &c.

During the Month there has been no trouble of a Serious character that has come to my knowledge. There are many complaints by Negroes that employers are trying to cheat them out of the proceeds of their years labor. I attend to all such and try to regulate things as much as possible, but it is hard to keep up with all their tricks. Most of the trouble is with irresponsible men who rend land and then get Negroes to work it for them, when they once get the proceeds of the crop in their pockets it is impossible to do anything as they have nothing Subject to execution. The Negroes often fail to do anything until the crop is all sold then it is too late. I encourage them to buy land or rent it. If they are not able to do this I tell them to work for wages and demand their pay monthly. The working for part of the crop is a humbug. I have never seen a Negro who make a cent out of it yet. I see no reason to anticipate trouble in the Negroes getting work for next year.
