The Navaho people are complaining; and they should not have an education that puts them under disadvantages when they go outside the boundaries. Many of the younger people are going to have to leave the reservation, which will not support even the present population, much less a growing one. The Navaho should not be operated on the basis of a bare subsistence peasantry. A person should have an opportunity to make at least a decent minimum living on the Navaho, with the hope of bettering his condition. The small and broken up permits now effective certainly do not look in this direction, but in the contrary. Moreover, the Navaho are entitled to a fair pro-rata of the budget. This should not mean that other places are to be brought below par, but that the Navaho should be brought up to par. Cutting out in other states will release funds for use on the Navaho. No. 12. The Commissioner should be appointed at once. There should be no such lapse as there has been for over nine months in having a Commissioner, An Acting Commissioner carries no such authority nor weight as a Commissioner, and one learns in the field and from persons conversant with it, that much damage has already been done by this seemingly inexcusable delay.
