There are no teachers in this state commissioned or paid by the Bureau and therefore more strictly authorized by the Asst. Commr which would entitle them to purchase provisions under same rules as officers of the Amy. according to Pag. 3. Cor of War Dept. series 1865.

These reports although incomplete contain all the information that can be gathered from the papers in this office
Will you please furnish this office with copies of Cir Series 1865-1866-1867 from Bureau Ref. H & A.L. there being no regular file here.

Dear Sir
Your letter of Feby 22 1868 came this [[?]] I have been been deferring action on matters connection with Enfauld until Sub Asst Comr Jay Report was recd I shall be glad to fulfill all Mr. Buckleys promises if possible but it is useless to promise on too much uncertainty and Mr Connelly can by his report place matters in way for immediate action, I see by the record that your vouchers were approved and forwarded to Col Beecher Feby 8th 1868, but who has had no funds until lately
No vouchers for Mr. Miller will be approved on Certificate to Sub. Asst. Commr that building is reported monthly. It is necessary that some systems be adopted in School matters as in any other. 
Make your application and he can endorse and forward it and it will become stronger
