I have the honor to transmit herewith a summary of our Educational Report for month of February 1868 showing something of what is being done by the Bureau in this a most essential work of reconstruction and reorganization

Dear Sir
Will you please instruct me as to the policy of the Bureau in regard to Educational matters
Are we to assist only the schools established by A.M. Association and similar societies from the north or any one intelligently engaged in the educational work
None of these schools are at present free neither do they occupy fully any one place to my knowledge in this state where established, but the encouragement
of other teachers may produce irregularity competition and rivalry where we need unity, power and cooperation 
My inclination is to assist all who

are intelligently at work, as much as  we can, thereby encouraging a more General action of the people throughout the state.
In many localities only citizens would be tolerated, and we are beginning to find in our oldest schools a few young men and women who can teach passably well and I am encouraging such to go into neighborhoods where a white person could not be sustained, and am paying from $4.00 to $8.00 per month for houses they occupy
Please inform me fully as I wish to issue Circulars giving instructions to Sub. Asst. Comm who are now held responsible for the Educational interests of their Sub. Districts

Your favor of the 14th inst is at hand
The Govt no longer pays salaries of teachers but furnish the buildings only. And you are at liberty to pay reasonable rent (Governed of course by size of school)for such buildings as will be occupied as school houses in your Sub District by teachers of undoubted loyalty, over
