Your Favor of the 17th inst is at hand to Rev Dr Kasper, and he directs me to answer it by informing you that at present the Bureau are not employing teachers
The teachers are employed by benevolent societies from the North, and we only furnish buildings they occupy Should it become the policy of Govt to employ teachers your application will

Sir,
Please find enclosed copy of Special Orders No 39, Par 2 authorizing expenditure of $4000.00 at Selma.
Will Mr Silsby have the usual bond and copy of deed ready for Col Beecher, who will be down after 1st month.
An application for an increase of delivered appropriation to $8000.00 goes forward today and we are in Great hopes for its approval by the Commissioner.
Whatever steps you take do not do any thing to render the present appropriation unavailable by having some walls and roof and unable to go farther.
