Dear Sir
Application has been made by teachers, not commissioned by any Association yet engaged in teaching the freed men and under our supervision, for the privilege of purchasing subsistence stores of the Gov't. Circular No 7 provides "that such teachers as are authorized by the Asst Comr of this Bureau, while actually on duty in their fields of labor may purchase rations of the Govt &c"
The teachers referred to this in this letter are not authorized by the Asst Coms, but they are recognized by him as teachers of freedmen and report Monthly to him,
They are just as worthy as those regularly commissioned, and need the assistance very much.
With great regard
Yours Sincerely
R D Harper
