46 Office Supt. of Education. Montgomery Ala. Oct. 27, 1868. Rev. J. W. Alvord Asst. Supt. Education. Dear Sir, Yours of the 21st & Circulars have been sent to all the Associations of the North. Each county Superintendent is expected to have the general oversight of the [[Agent?]] organizing schools in his own County. The [[?]] of the ward or district will employ the teachers there legally bound for the promised salary. We hope all things will work smoothly. The [[?]] will require time & patience to carry it into sufficient operation. Therefore there have been no finer schools in Alabama If you desire further information or explanation I shall be happy to furnish it. With great respect Your Obt Svt R.D. Harper Supt of Education
