Dear Sir
The Ass't Com'r authorizes me to answer yours of the 22nd inst by promising to pay rent at [[$?]] per month for all the buildings used for colored schools taught by competent teachers in your County provided they forward reports promptly at close of each month on blanks furnished from this office and the owner of the building will sign the receipt at bottom of enclosed vouchers in duplicate all blanks you desire will be furnished on application.
