School houses have been burned, and those that are still standing are in danger. Teachers find it difficult to obtain boarding in families of white people, and are despised and threatened with personal violence. Recently two of our teachers have beaten and driven from our work. Never was the spirit of opposition more bitter and defiant than at the present time, the civil authorities being in sympathy with this feeling, wink at all these outrages, and the military located at few points are unable to reach the perpetrators of these wrongs until they have been concealed, or have made their escape  Under these circumstances you will not be surprised to learn that many of our teachers are discouraged and unwilling to return to their fields for the coming year. The truth is — We are in the midel of a reign of terror, and unless something is done & done speedily for the relief of the persecuted Union people of Ala. & friends of humanity in this State our educational work & interests — must seriously suffer.

1st School Buildings
How can the funds of the Bureau be most judiciously expended, in the erection of School Buildings  This it seems to me is a question of first importance. If we expend our resources in the erection of school houses generally over the state, wherever pupils can be grouped together we may do good but in a short time our resources will be exhausted
