Supt Education 27 D.3. Ent M 23 Endorsement on letter B S Dickinson. Hd. Qr. Sub. Dist. Selma, Bu. R.F. & A.L. Selma Ala. Mch 29 1868. Respectfully returned to R.D. Harper Supt. Education Bu. &c Montgomery Ala, with the report that the records of this office show that Mrs. B.S. Dickinson was encouraged in her work as Teacher of a Freedmans School, but not assured pay for her services by the Bureau. On the contrary she was informed that the Bureau appropriation for Schools was nearly exhausted & it was desired that no more 15 Supt Education Schools be taken up as Bureau Schools. The instruction of the Supt of Education were, that no school would be taken up & paid by the Bureau unless it had an average attendance of (45.) forty five scholars &c. This rule, I believe, was strictly adhered to. As Mrs. Dickinson reports but 35 scholars, total number, I would not recommend that her school be made an exception to other similar ones & she be paid by the Bureau Chas C. Bartlett Sub. Asst.
