Respectfully forwarded to Maj. Genl. O.O. Howard Commissioner, Washington, D.C. recommending that transportation be furnished Wm. Emmons from Cahaba, Ala, to Crawfordsville Ind.

Respectfully returned to Bt. Brig. Genl. E. Whittlesey A.A.A. Genl. remarking that previous to July 1867 transportation from the field to their homes was furnished for teachers who met the following conditions:
1st That the persons applying for such transportation had actually been employed as teachers and specifically as such.
2nd That they had performed their contracts and had been serving in the field as teachers at least six months
3rd That they were returning to their homes.
The provisions of Circular No 32. issued by the Commissioner

July 1st 1867 prohibits the granting of return transportation under any circumstances. It seems that Mr. Bailey the teacher to whom Mr. Emmons gave his transportation was in the field not over three months, previous to the date of said Circular. and therefore was not entitled to transportation to enable him to return to his home. Besides good faith requires that where transportation is furnished by the Bureau it should be used by the party applying for the same and the transfer thereof to other parties under any circumstances should not be permitted. 
It is therefore recommended that transportation be not granted to Mr Alden Emmons as requested.
