Respectfully returned to Lieut Col Edwin Beecher D.O Bureau &c.
Miss Atwater did not enter upon the work of teaching until about Nov 1st 1867 and no teachers have been paid for services subsequent to Oct 1st 1867. 
She has never reported to this office and although doing an earnest good work I cannot consider anything due her from the Bureau R.F. & A.L. as Salary

Respectfully returned to the Assistant Commissioner with the following remarks:-
If the School fund in Mobile County has accrued in part from taxes collected from colored

people, the colored people should have the benefit of said fund.
If we are correctly informed the A.M.A. in connection with the Govt. has not organized & borne all expenses of Schools for colored people since the surrender. There are independent schools in the City of Mobile, we are informed, which have been sustained by colored people without aid from any source. The School fund accruing from taxes collected from the colored people, we think, should not be appropriated to the benefit of any one association but to all who are engaged in the work of education among the colored people in Mobile County.
We respectfully endorse the request that the Military authorities take such action as will give full force & effect to the Action of the School Commissioner in the premises.
