Yours containing Circulars, and condensed report from Sub-Asst. Commissioners came duly.

I like the matter and tone of your Circular, and especially the earnestness of your appeal.

The plan proposed for the coming year is precisely the one we hope to carry into effect in all the States. Practically however, this will depend on the liberality of the local Governments, and the activity of their officers.
