Dr Sir:
Yours of 19th inst with circular enclosed are here. I suppose you have communicated the same to the various Educational Societies of the North. Please let us know at an early date how the plan works, especially in regard to the precise superintendence and control of teachers, and as to who will be legally bound for salaries. If these points can be arranged to mutual satisfaction so that teachers shall be unembarrassed, and there shall be no business jar between the parties concerned the plan will
