2nd the cooperation of the colored people themselves will be insisted on. It is believed that in most places they will be able to bear one half the experience of their schools 

Regarding your own District, please have schools which have been taught by northern teachers remaining here during vacation, reopen September 1st, if they are ready to resume their labors. All others will not be opened until October 1st. 

Enclosed please find Circular letter to teachers in this Sub-District, dated October 1' 1867. 
In view of their instructions I have not considered that pay was due Mr. M. Condichie, except for month of July, for which month teachers properly executed have been forwarded to your office. (See my letter dated August 28' 1867.)
