In complianance with instructions in Circular Letter of the 14th instant, from Supt. of Education, requesting list of Teachers of Refugees and Freedmen in this Sub-District, who are authorized to purchase subsistence stores from the Subsistence Department as provided for in par.3, Cir. No. 7, series 1865, War Dept, I have the honor to report, that I do not understand that any Teacher in the Sub-District is "authorized by the "Assistant Commissioner;" those commissioned or receiving salaries as Teachers, having been commissioned or appointed by, and receiving compensation from The American Missionary Association, therefore, are not "authorized to purchase subsistence stores from the 'Subsistence Department,' by the paragraph referred to.
