The great need of schools for the education of the colored children in this Sub District leads me to respectfully recommend, and urge, that competent teachers be sent, and paid, by the Bureau, one to each county seat, or such other point in each county as shall be deemed the most desirable for the purpose, to open a free school for colored children. Each teacher is to be paid 13$ per month more or less. One Hundred (100) Dollars per month to be the maximum expense to the Gov't of each school.
Without some arrangement of this kind, schools can not be organized here, with the hope of satisfactory results. Teachers need have no hesitation in account of health or the "warm season", in coming to this section of Alabama for it is as healthy as one could wish and is, indeed, a very desirable part of the State to spend the summer months.
