General,
I have the honor to return herewith questions relating to Educational matters in this Sub District, submitted to me to be answered. Sickness prevented me from replying at the time desired by you.
The organization of schools will be confined almost exclusively to this (Jefferson) County, there not being a sufficient number of colored children at any one point in the other counties, to warrant sending a teacher. If teachers are to be sent to this Sub District I would recommend that one be sent to Jonesboro, one to Village Springs and one to Elyton. There are other points where schools could be organized, bu a good school at each of there three points, would with the least expense accomplish the greatest general good. There being understood to be permanent would soon draw around them the colored people, and become
