Dear Sir.

There is one contingency connected with the plan proposed, that for the present at least compell us to make haste slowly.
The Association is asked to stand between the teachers & the State, as respects salary.  We do not question in the least the intentions and the good faith of the State, and County Authorities, but the question if possibilty is a serious one.

Except at some of the principle points I can see no other cause than to delay the employment of teachers, until the certainty of the public funds being available is established.

The schools that are in operation will test the case, and when relief comes to them, others can be opened.  If we had large capital at our contracts it would give us great pleasure to venture great things in Ala. and thus help, on more largely the work of organizing the free schools of the State.  The teachers at Montgomery have been enforced.
