Respectfully referred to Bvt. Brig. Gen. J. Hayden, Asst Com. for adjustment. Upon consultation with Gen. Howard, he decides that he can take no action in the case in ordering it paid there, & he has no money here with which the account can be paid.  It can only be paid out of some local fund which can be used for educational purposes.
