I have the honor to state that having no Report to make on form No 4 for present month the numerous enquiries and apparent urgent necessities for the education of the Freedman and poor Whites, urges me to communicate with you on the subject and offer such suggestions as I deem expedient, based upon the most reliable informations and received from various sources in my Sub. District.
