Enclosed, herewith, I return you Vouchers of George Mutch for rent of School Buildings, properly signed, I have not, as yet, been furnished with any Blanks Formes No 3 for Teachers. I hope that you will arrange it so that Mr. Mutch can get his pay, as he has some more to promote the interest of the Freedmen than any other man in my Sub Dist. 

There, are at this time, but three Teachers in my Sub Dist, who are authorized by the 3rd paragraph of Circular No. 7. series 1865. to purchase Subsistence Stores under the same rules as officers of the Army whose Names, and Stations are as follows.
