to hold the said property for the use [[strikethrough]] of [[/strikethrough]] and benefit of such orderly and well disposed Freedmen as may desire to occupy and use the same for school and church purposes.

It will be seen by the above citation from the deed, that the control the Bureau has over the property is to prescribe rules and regulations only, and the Freedmen to whose use it is dedicated is further explained to be "orderly and well disposed Freedmen" who constitute orderly and well disposed freedmen is for the trustees to decide.

They may decide that only democratic niggers are orderly and well disposed freedmen, and I have no doubt but that one of the trustees would be very apt to do so. In such case the only remedy against their mal-administration would be a suit in chancery which would cost more than the property is worth.

A bill should at once be passed transferring this trust to some persons or board in whom the colored people have confidence.

In this condition of affairs I thought it advisable to have the control of the building by a lease; and furthermore the $15
