Yours of 26 July ult, directed to Hon A B Cooper, a not unusual mistake, came to hand a few days ago, a press of business as well as a desire to confer with friends upon the subject referred to by you, have caused the delay, of which you may complain, in my answer.

I have given the subject much reflection, and those with whom I have conferred, in whose opinions I have confidence, concur with me; that the subject of educating the "Freedmen" is one deserving the consideration of the patriot & phytanthropist, and one which, sooner or later, will be pressed upon public consideration.

The "Freedman" is not responsible for his present condition, as a general thing, he was, through all the unfortunate struggle which has led to that condition, loyal to & sympathised with his master altho' for months before the collapse he was satisfied what the society would be, if the south was unfortunate
