One object of my writing is to ask how such an enterprize would be looked on by the leading people of Northern Alabama & the state authorities — whether there would be likely to be any difficulty in the way of procuring the necessary legislature action — & who would be the proper person, to hold communication with on the subject. I am not authorized to say anything on the subject, & simply write in the hope of aiding in bringing the matter about. If things should work favorably in Alabama I dont think it would be out of the question to secure $50.000 or even a larger sum if necessary from this fund. Still unforeseen difficulties may arise.
