Dear Sir,
Yours of April 25" was received, and I have to reply as follows:
The Commissioner of the Bureau has decided to give transportation to the teachers of the Am. Freedmens Union Commission and Branches, and the Am. Miss. Assn. Please inform the teachers of all other societies that it will be necessary to make a Special appreciation through you of they desire transportation, and it will be considered by the Commissioner.  I will add, that it is the policy of the Bureau to furnish transportation in Kind whenever practicable, and not to pay actual cost of transportation, except in special cases.
