General:
I have the honor to forward herewith "Transportation account" of three teachers, who have been duly commissioned by Benevolent societies, but who failed to apply for transportation before starting in obedience to your circular No.3 dated Nov. 28th, 1866.
I have forwarded these accounts over to the Supt. of Schools at Washington, and asked for instructions; The reply is enclosed. But Col. Beecher, Disbursing officer, evidently for good reasons, has refused to pay them. Will you be kind enough to give me such instructions in the promises, as in your own judgement will meet these cases?_
