In my judgement the time has arrive when a school for the colored citizens of this place can be opened with safety, and as their desire to have a school opened for them is very great, I, at their urgent whitation, have the honor to request that the requisite authority for that purpose may be granted to me, and the sum that the Bureau will appropriate in payment of the salary of the teacher be specified in such authority, if granted
I think a school of 75 or 100 scholars can be had at once, and the number will increase. I will be responsible that a competent teacher be employed, one who has the interest of the colored people at heart
