Sir;
I have the honor to acknowledge your favor of Aug. 28th relative to Teachers and schools. In reply I will say, that I intend to keep a supervision over the schools, and see that the Salaries of Teachers are not furnished in vain.

Dr Skinner has already commenced teaching under the Supervision of Dr Easter. Mr Arms has arrived and will commence operations immediately.

You will receive frequent reports of our progress in this Dept. after we get started.

Mr Arms called at Gen'l Howard's Hd. Qrs. Washington, and applied for transportation. He was there told by Gen'l Howard through Gen'l Thomas of that office that he (Arms) should have rec'd
