an appointment from Montgomery before he started south — without such appt they could not give him transportation — But that on his arrival, it would be the duty of the Supt. of Education at Montgomery to give him his appointment dated the day he started South (Aug 28th) with this and his account of traveling expenses and an explanatory statement he could collect money paid on his way here at Montgomery. Gen'l Thomas said that other men had been sent in this way and collected Traveling expenses — Mr Arms actual traveling expenses from this home (Phil) to Tuscaloosa Ala were about seventy five dollars ($75.) Provided he can recover any or all of it (according to Gen'l Thomas' statement) please to let me know immediately also what manner and form to make the account on.
