Wager Swayne,
Major Gen. and Asst. Comr Bureau R.F. & A.L.
Montgomery Ala.

Dear General:
We have a letter from Mr. Branch intimating what we have long hoped, that you are ready to co-operate with us in the establishment of a goaded Central School at Mobile in a suitable building of its own. The basis of such co -operation in several instances already accomplished under Gen'l Howard's personal approval is substantially this: We secure a suitable lot in fee simple upon which the Bureau puts a building costing $8000 to $10,000 whereupon we furnish the teachers and teaching apparatus, with a view to continuing the support of the enterprise until the people can get quite out of the woods and manage for themselves, when we will transfer our entire interest to them, if desired, upon equitable conditions.
Upon this basis we should be very glad to co-operate with you
