I could very much elaborate these views; but for fear of being tedious, I close. This is a subject which has lain very near my heart, and I have felt it to be my duty to give utterance to its feelings, at the risk of appearing to display an officious zeal in a matter, in which my advice had not been asked, and when given, would be of no weight.
