By a letter rec'd from Stevenson we learn there is great distress in that part among the colored people owing to the excessive high water. Can your department do anything to relieve it. We hope you will soon begin to see the happy effects of the reconstruction bill. One can depend so little on what we see in the papers that it is hard to tell how things look down there.
