by the county board of Supervisors, and collected in each town as a town tax every year; but beyond this the whole sum collected was voted by the people themselves, voluntarily as town or district taxes; mainly the latter, there being but $86,301.50 voted by towns. 
For further and more definite information I refer you to the annual report of this department for 1866 (a copy of which I send you) especially to pages 5, 6, 14, 15, 20, 21, 22 & 23. I also mail you a copy of the latest edition of our school code.
