CIRCULAR:
To Col. D. C. Rugg  Sub-Ass't Commissioner,
Bu. R., F. & A.L., at Huntsville Alabama. 

You are desired to make answer, as accurately as possible, to the following questions and forward the same to the Superintendent of Education at this Office on or before the 20th day of July next.--

1.--How many schools day and night for freedmen are at present organized, and in operation in your district? Five day schools, and two night schools

2.--How many additional schools are needed, and at what points? Three - at Maysville and Triana, in Madison Co., and at Guntersville in Marshall Co.

3.--How many colored children are there in your district between the ages of 6 and 18 to be educated? I have not the least idea.

4.--How many central points are there where schools might be organized, and what their names? Where none is organized, one besides those above named, viz: Lebanon, DeKalb Co

[[strikethru]] 6 [[/strikethru]] 5.--How many teachers will be needed to supply your district for the coming year? Four besides those engaged.

6.--What amount of monthly salary should be paid teachers as a reasonable compensation? From 30 to 40 dolls per Mo.

7.--Are there any places in your district where northern teachers could safely be employed, and sustained by tuition fees? If so, how many and what number of pupils in each? There is no doubt about safety; but it is hard to collect tuition fees. I think each of the above places would sustain a teacher, attendance would probably be 40 to 60.

8.--Are there any teachers engaged for the coming year in your district? If so--what their names, by whom employed, and where will they labor? Four at Athens; viz: M F. Wells, MF Sturges, S S. Abrord & AP. Ruckman. Huntsville, M M Hindman & M Sakine, A W McCollough & Wife and Wm Gaston, at Decatur, M M Harrington - all ladies except McCollough and Gaston.

9.--What amount of tuition, if any, will the colored people be able to pay, and what their ability in this regard compared with the same last year? They can pay at least half - ability much better than heretofore.

10.- What number of School Houses in your district? How many more will be needed by the first of October, and at what points? Three. One at Huntsville badly - can be had cheaply in the other towns - except at Athens where one is needed [[strikethrough]] badly [[/strikethrough]] also

11.--Can buildings suitable for school purposes be rented? No 10. answers this question
