Each year the Academy proposes to present awards to young artists and scholars whose achievements to date have been notable.  These monetary awards are designed both to recognize and to encourage those who have, for example, written a novel or produced a scholarly work which shows promise of further achievement.  Awards would be given in the fields of fiction, poetry, drama, music, dance, history and biography, the social sciences, film and photography, and art.  There would also be awards for outstanding contributions in architecture, engineering, journalism, and natural science.
  In conjunction with this program, the Academy plans to award fellowships to permit promising artists and scholars to continue their studies or pursue research projects of significance to black people.  Fellowships would be given annually in the plastic arts, performing arts, letters, other activities.
