Mr. Nichols has asked that I reply to your letter of September 10, expressing your regret that he is unable to be present at the Rapid City meeting.  Arrangements have been made for Mr. Ted Haas, Chief Counsel of the Indian Bureau, to attend in the Commissioner's place, and I am sure that you will find Mr. Haas' presentation interesting and helpful.  Mr. Haas tentatively has an engagement in Chicago on September 23, but this should not interfere, depending upon plane accommodations, with his appearing on your program at the scheduled time of 2 pm., September 22. Mr. Haas will get in touch with you as soon as his Chicago date is certain and he can work out the schedule for his trip.  As you know, Mr. McNickle will also be present for the meetings.

May this letter also reply to your inquiry of September 9, to Mr. Warne, concerning the same invitation? Mr. Warne is out of town at the present time.

This brings my best wishes for a very successful conference.
