States that John Sutton and Joseph Sutton are making depredations in his District & asks if something cannot be done to bring them to justice. Respectfully returned to Chaplain Glavis whose attention is invited to Section III of Circular Letter from Asst. Comr. dated Oct. 14th herewith enclosed. As by the laws of no State in the Union perhaps would deem a fine of one hundred dollars and imprisonment for thrity days an adequate penalty for horse stealing. Asst. Supts. have not jurisdicture of such offences. In such case therefore they can only report the case to the Military Commander of the Dist. or Dept. as directed in the letter above referred to. This report should be forwarded thru these Hd Qrs and it would be preferable to enclose with it, such an affidavit of the parties agrieved as would authorize the issuing of a warrant by a Civil Court.

Notify Chaplain Geo O Glavis that John B. Person, B.P. Persons, Ismail Bedford and Benjamin Radkin charged with having recently killed one Andrew Wilson, have surrendered themselves and entered into bonds in the sum of $5000 five thousand dollars with good security to keep the peace and appear before the next term of Superior Court to answer to said charges. Respectfully forwarded to Col. E. Whittlesey Asst Commissioners for N.C.
