Respectfully returned, No objection is made to the settlement of cases of this kind, provided the Freedmen are protected from injustice. Particular attention is invited to Circulars No. 2 and No. the former of series of 1865 and the latter of 1866 from the Asst Commissioner Bu. of R.F. and A.L. for the State of N.C. Hereafter all cases should be left to the jurisdiction of the Civil Courts if in accordance with the Circulars referred to.
