Makes application for permission to employ a clerk as the loss of an arm makes such assistance necessary to conduct the business of his office properly. States that Brig. Genl. Robinson Asst. Comm. informed him that he would be allowed a clerk

Respectfully forwarded to Col. C.A. Cilley A.A.G. for the action of Maj. Genl. Robinson Asst. Commr... This officer made application for a clerk June 9th 1866 which application was forwarded for the action of the Asst. Comm. and returned June 13th 1866 to know which arm Lt. Porter had lost. It was reforwarded from these Hd Qrs June 14 with information that Lieut. Porter lost his left arm - was in charge of two Sub. Districts in Orange and Alamance which consisted of the Counties

of Orange, Person, Alamance and Caswell has much writing to do - unable to hold the paper and write with same hand

Returned June 21st 1866 from Asst. Commissioner with information "No clerk can now be employed as the funds of the Bureau are in such a condition that it is not certain if a clerk would be paid."  If the state of the funds of the Bureau will now admit. I strongly recommend that this officer may be allowed a clerk at such salary as Maj. Genl. Robinson Asst. Comm. may deem proper.
