been any Orders or Circulars issued of late by the Asst. Commissioner of this State regulating the jurisdiction of officers of the Bureau in relation to the cases to which you refer - Comply strictly with all Orders and circulars in force for the Government of the Bureau.
I have not been officially notified that the Laws of this State have been altered, repealed, or that Laws have been enacted in relation to admitting the testimony of colored persons.
Since I assumed charge of this District I have advised all may Assistants to turn over all Criminal cases to the Civil Courts provided the testimony of colored witnesses being admitted by Law. Hereafter you will turn over all Criminal cases in your Sub District to the Civil Authorities and act as Counsel for the Freedmen when you can or be present and see that no injustice is done them. In the meantime careful and not interfere with pro the Civil Authorities but simply report all illegal proceedings against the Freedmen.
