Acknowledges receipt of Communication from Col. Brady of 3d inst in reference to an assault committed by Ed Joiner on Frankie Kelley (Freedwoman) & states that the case was handed over to the Civil Authorities & a bill would be brought against him at the Sept. term of Court.
Respectfully returned to Capt. Hay. If the offender in this case had been a Freedman. He would have been taken before a Civil Magistrate and bound over instantly. If Ed" Joiner is not arrested immediately by the Civil Authorities to answer to the charge made by "Frankie" which I call an unmitigated outrage, obey the instructions contained in my letter of the 3d. inst.

Respectfully returned, Since the endorsement allowing Col. Brady to order Dr. Chase to require for stores, it has been ascertained that Dr. Chase's receipt for Q.M. Stores is not a good voucher, The receipts must be signed by an officer. Please have these stores drawn by Lieut McAlpine.
