within has been cleaned - the cellars or grounds underneath this Building have been policid and Chloride of lime scattered so that neither the health of the neighbors nor of the troops serving at this Post is now no longer endangered by the filthy condition of said grounds and buildings

If the building bore any resemblance to a private residence, or to Post Hd. Qrs. it could be kept clean just as easily as either of those places, but instead of being anything like a private residence it is an immense Hotel containing 36 rooms with all the doors and windows out. The cellars or grounds underneath are open and it has been impossible for me, with the force at my disposal to keep the building in proper condition. The building is no longer used for offices by the Freedmen's Bureau and I would earnestly recommend that the owner of the building be at once notified that it is at their disposal. for unless they take immediate possession it will soon be in as bad condition so even the health of the troops serving at this Post will be again endangered.

Respectfully returned to Lieut. A. Coats A.A.A. Genl. whose attention is invited to the endorsement of Lieut. McAlpine for the information of the Asst. Commissioner. As the "Guion Hotel" is now in a clean and healthy condition, I would recommend that the necessary order may be issued at once to turn over this building to the proper owners.

Dist. of Raleigh who will summon the parties to this case to appear before him and will adjudicate the cases under judgment and ensure the collection of the same. As the collection of the judgment rendered by the civil courts has been unecessaryly delayed to the great damage disadvantage, of the Freedman full jurisdiction in the collection of the claim will be assumed by you irrespective of any actions taken by the Civil authorities - which jurisdiction is guaranteed by the provisions of General Orders No. 5 dated Hd. Qr. Asst. Com's NC August 8th 1866.
