States that he is an honorably discharged soldier, & lost a leg in the service & is in need of the money. Respectfully refered to Maj Gen O. O. Howard Commissioner Bureau Refugees Freedmen & c who will please inform Maj Stickney that his pay has been stopped, until he has satisfactorily accounted for the within mentioned amount.
