Asks if he can have $25.00 Money which he loned [[loaned]] Maj Jas W. H. Stickney V.R.C. stopped against the pay of the said officer. States that he is an honorably discharged soldier, & lost a leg in the service & is in need of the money. 
Respectfully refered to Maj Gen O. O. Howard Commissioner Bureau Refugees Freedmen & c who will please inform Maj Stickney that his pay has been stopped, until he has satisfactorily accounted for the within mentioned amount. This to be returned

Respectfully referred to Capt. Jacob F. Chur for the action of the Asst. Comr. The officers responsible for the care of the poor have been carefully notified of Circular No 10. War Dept dated Aug 22 1866 and they have refused to provide for this destitute freedmen attention is invited to the notice served upon the proper county officials, a copy of which is herewith transmitted - If this freedman dies of starvation it must not be chargeable to the offices of the Bureau.
