Bureau of Refugees, Freedmen and Abandoned Lands, 
Head-Quarters, Asst. Commissioner, State of North Carolina,
Raleigh, N.C., Sept 5th 1865. 

Colonel:
I would respectfully call your attention to the fact, that the guard at the Hospital for Freedmen in this city belonging to your district is totally insufficient. And as a consequence, disturbances are constantly occurring in and around the Hospital by persons entering at all hours of the day and night, who have no connection with it.
