To The National Congress of American Indians in Convention assembled at Bellingham, Washington:-

Your members, at St. Paul Island(Pribilof Group) Alaska, also members Alaska Native Brotherhood, do [[strikethrough]] m [[/strikethrough]] most respectfully represent:

Whereas, an increase in sealskin bonus from thirty five cents to one dollar in keeping with a more equitable division of the proceeds received by the U.S. Government from sale of sealskins taken in the Pribilofs, and in view of present living costs and in the education of our children under the Universality of Human Rights; and 

Whereas, the caloric content for Natives in the Pribilofs is stated to be 1700 by an impartial Medical Officer(Dr. Wintz), formerly representing the Fish and Wildlife Service, and due to the cold misty climate and lack of sunshine this caloric content should be raised to a minimum of 2500;

Now, Therefore, your Membership, at St. Paul Island(Pribilofs)Alaska do respectfully pray that the foregoing listed inconsistencies be considered and duly acted upon with pure intent.

To this Cause we shall ever pray.
