RESOLUTION NO. 25 WHEREAS, a large group of non-treaty Chippewa Indians known as the landless Indians have lived in the State of Montana for many years, and, WHEREAS, approximately fifty families reside on a hill near Great Falls, Montana, known as "Hill 57", which is absolutely barren, under conditions which are most deplorable, WHEREAS, these Indians have never had any treaty with the Government and never belonged to any reservation, and WHER WHEREAS, they desire most of all lands where they can have homes and raise their children rather than roam the county from place to place, and WHEREAS, there are about five hundred of the full-blood Chippewa Indians on the "Hill", and WHEREAS, it would be to the best advantage that these first Americans be given an opportunity to become useful and self-supporting citizens of this nation, NOW, THEREFORE, BE IT RESOLVED by the National Congress of American Indians in convention that Governors Interstate Indian Council [[strikethrough]] on Indian Affairs [[strikethrough]] be requested to use its influence to bring about a solution of this distressing problem, and that the Congress be memorialized to take immediate steps to provide lands and a program whereby these Indians will be given an equal opportunity to make a decent living for themselves and their families; and
