Cornelius 15 V.R.C. Com'dg Bret of Cairo, concerning the disloyalty of the Whites, and their constant abuse of the colored people. Suggests that as many of the Freedmen as possible be transferred to Spring field or St Louis, Also encloses letter of Alma Baker (teacher) relative to the abuse of Freedpeople. |

Ohio August 25. 1865 States that he can procure good place for three or four good female house servants wishes them sent to him at Marietta Ohio, as to Dr J.A. Tenny Trent St. If this is not practicable, requests information as to the measures to be taken to secure their services. |

J E Cornelius Com'dg Bret of Cairo Ill. calling attention to the large number of Freedmen (3000) in that city and the state of feeling between them & the whites. States that the whites hate the freedmen and are making efforts to drive them from the city. The object being to incite the Negroes by presentation to retaliation & outbreak. The police, back by a disloyal Magistrate prevents the blacks in every way, arresting them on trivial pretexts &c. Fears a series of bloody riots as the consequence. Requests instruction in case of an outbreak, as to the course he shall pursue, as the city is not now under martial law. Brig Gen Cook Com'dg Dist. of Ills. (in end) think that martial law would prove a salutary benefit. Maj. Gen Ord (in end) recommends the removal of the colored people. (2 enc) |

That the number has never exceeded 200, that there is no suffering among them, they obtain plenty of work at fair wages, and are as comfortable as most of the laboring people.
