Office Depot Commissary Little Rock Ark. March 14th 1865 Sir- In compliance with your order, I have the honor to make the following report, in reference to issues and sales of subsistence stores to freedmen at Helena Ark. Issues were made to destitute "contrabands" - mostly women and children in camp near Helena in compliance with Genl Order No30 War Department series 1864. The average number of rations issued per day during the year 1864 was four hundred and twenty six. These people were destitute and had no means for maintenance.
